Three independent levels. Combined, they form the complete programme.

Principle

Each level is sufficient on its own. Together, they change the nature of the organisation.

An institution may engage a single level depending on its maturity and obligations. When all three are combined, specialised training is included and the organisation holds the complete Governance Programme.

Level 1 — "Protective Environment" Certification

Independent evaluation of actual arrangements, an upgrade plan and verifiable certification of your environment.

Level 2 — Reporting Channel

An external, confidential and traceable channel for collecting and processing alerts without hierarchical filtering.

Level 3 — Compliance Programme

Policy, risk mapping, protocols, designated officers, ongoing monitoring and reporting to governance.

Level 1

"Protective Environment" Certification

Independent audit, risk mapping, upgrade plan, issuance and renewal of certification.

Level 2

External Reporting Channel

Creation, hosting and management of a confidential channel: intake, qualification, traceability and reporting of alerts, coordinated with the reporting obligations to the Child Protection Departments and the State Agency for Child Protection under the Child Protection Act.

Level 3

Compliance Programme

Protection policy, sector protocols, designated officers, ongoing monitoring and a dashboard for management.

Cross-cutting

Specialised training

Sessions for management, supervisors, coaches, volunteers and staff: detection, appropriate conduct, legal obligations.

Advisory

Bespoke protocols and documentation

Drafting charters, codes of conduct, recruitment protocols, travel protocols, camp protocols and digital-use policies.

Crisis-situation support

Methodological and legal support for management during an incident: immediate response, notification obligations, follow-up.

Child Protection Officer

A clearly designated person within the organisation.

The Governance Programme provides for the designation of a Child Protection Officer responsible for coordinating prevention, reporting, handling and follow-up within the organisation.

This role makes it possible to clearly identify, within the organisation, the person responsible for coordinating the various obligations and procedures relating to child protection — including communication with the Child Protection Departments of the Social Assistance Directorates, the State Agency for Child Protection (ДАЗД) and, where relevant, the criminal authorities.

We offer a dedicated training programme for people called upon to perform this role: the national legal framework, procedures for collecting and handling reports, interview conduct, documentation and follow-up of cases.
